RCNY § 52-21

(a)As part of the development and implementation of a broad public transportation policy, Section 2303(b)(9) of the Charter charges the Commission to encourage and provide for innovation and experimentation in relation to the type and design of equipment, modes of service, and manner of operation. Such experimentation through pilot programs may, for limited purposes and limited periods of time, depart from the requirements established in these Rules.

(b)This chapter provides a regularized and transparent process for the review, approval, implementation and evaluation of proposed pilot programs.
