The original of every letter, communication, document, photograph, plan, sketch, print, etc., contained in or appended to an official submission to the Commission, shall be kept in the office of the Commission. When it is necessary to duplicate or lend such materials, any sketch, plan, or other document may be removed for such purpose with the approval of the Executive Director.
