Use Group VII consists of uses that provide administrative and research workspaces for business, professional or governmental purposes. In Residence Districts, such uses shall include:

laboratories, where allowed by special permit of the City Planning Commission, in accordance with Section 74-171 (Laboratories); and

offices, where allowed within the flood zone, by special permit of the Board of Standards and Appeals, in accordance with Section 73-171 (Ground floor offices in the flood zone).
