VTL § 157

Any motor vehicle not operated on rails or tracks which is propelled by electric power received from overhead trolley wires and which is operated by a person or corporation subject to the jurisdiction of the public service commission, pursuant to local consent and a certificate, permission and approval, or authority granted by the commission.
