FC § 5706.1.2

It shall be unlawful to dispense any flammable or combustible liquid from a cargo tank or tank car into the fuel tanks of motor vehicles, except for the transfer of liquids from a cargo tank to construction equipment at a construction site in accordance with FC 5706.2.8.
