FC § 5601.3.6

It shall be unlawful to be under the influence of intoxicating beverages, narcotics, controlled substances, and prescription or nonprescription drugs that can impair judgment as follows: 1. When supervising storage, or handling, or otherwise discharging or using explosives or fireworks.

2.When supervising storage, or handling, or otherwise discharging or using materials, articles or devices of an explosive, flammable or combustible nature, including pyrotechnic materials, articles and devices and fireworks, 1.4G, used to create a special effect.
