The area surrounding portable cryogenic containers shall be provided with a means to prevent accidental discharge of fluids from endangering adjacent containers, buildings, equipment or adjoining property. Exception: These requirements shall not apply when it is determined by the commissioner that the cryogenic container does not constitute a hazard.
