FC § 5303.1

Compressed gas containers shall comply with the requirements of this section. Compressed gas containers that are not designed for refillable use shall not be refilled after use of the original contents. Compressed gas containers that are partially full or contain residual fumes or vapors shall be considered as full for the purposes of complying with the requirements of this chapter.
