FC § 5003.9.1

Persons responsible for the operation of areas in which hazardous materials are stored, handled or used, including dispensing, shall be familiar with the chemical nature of the materials and the appropriate mitigating actions necessary in the event of fire, leak or spill. A certificate of fitness shall be required when specified by this code or the rules or as a condition of a permit.
