FC § 5003.2.7

Atmospheric tanks that contain hazardous material liquids shall be equipped with a liquid-level limit control or other approved means to prevent overfilling of the tank. Exception: Tanks with a capacity not exceeding 500 gallons (1893 L) that are filled from a source other than a cargo tank or tank car.
