BC § 3320.8.3

No lift or fork truck shall be loaded beyond its capacity rating. No hand-operated pallet truck loaded so that any point on the load is at a greater height than 4 feet 6 inches (114 mm) above the floor shall be moved by pushing unless handled by two persons.
