During picks it is the responsibility of the operator of the hoisting equipment to safely bring the pick to a stop and safely land the load when: 1. The wind speed exceeds 30 mph (3-second gust), the threshold specified by the manufacturer of the hoisting equipment, or the threshold indicated on plans, whichever is lower; or 2. As otherwise warranted by weather conditions or weather forecasts.
