BC § 3303.13

Where construction or demolition work has been interrupted or abandoned and discontinued, the owner of the site shall ensure the site is secured, protected, and maintained to safeguard the public and property, and that the site is in compliance with the requirements of Sections 3303.13.1 through 3303.13.3.
