BC § 3202.1.5

Exterior foundation walls are permitted to be constructed with a ledge that projects beyond the street line not more than 4 inches (102 mm) to support sidewalk construction, provided that: 1. the top of the ledge is not more than 8 inches (203 mm) below the ground or sidewalk level; and 2. bottom of the ledge is not more than 24 inches (610 mm) below the ground or sidewalk level.
