Where subject to uplift, or where the required moment strength determined using the load combinations of Section 1605.2 exceeds the design cracking moment determined in accordance with Section 1812.1.2.1, cast-in-place concrete piles not enclosed by a structural steel pipe or tube shall be reinforced.
