RCNY § 7-102

This chapter shall be liberally construed to permit the Office to accomplish the purposes contained in Section 20-a of the Charter. The provisions of this subchapter shall not be construed to supersede any other provision of the OLPS laws and rules, the Freelancers Law and rules, or the Transportation Benefits Law and rules.
