RCNY § 5-04

(a)The Comptroller shall publicize by posting in a conspicuous location: (1) these procedures for submitting petitions for rulemaking and (2) the name, title, business address and telephone number of the officer designated to receive petitions, who shall be Sue Ellen Dodell, Deputy General Counsel, 1 Centre Street, Room 518, New York, NY 10007, (212) 669-7778.

(b)The Comptroller shall forthwith submit for publication in The City Record notice of the name, title, business address and telephone number of the officer designated to receive petitions. Notice of any change in the above information shall be published as soon as practicable in The City Record. Such notice shall not constitute a rule as defined in Section 1041(5) of the Charter.
