It is permissible for a licensed plumber or his or her employee to operate a valve in an emergency to alleviate a hazardous condition. The utility shall be notified by the licensee or his or her authorized representative. Such licensee or authorized representative shall wait on location for utility company operators to arrive and lock the affected valve.
