A routine communication sent by a political club to its members that includes the name of a candidate is not an in-kind contribution to such candidate, provided that: (a) the candidate is already a member of the club; (b) the club has fewer than 500 members; and (c) the communication does not solicit funds on behalf of or otherwise promote the candidate's campaign for a covered election.
