RCNY § 1-14.1

The Board may adopt, amend, or repeal any of its rules or regulations. When authorized by the Board, notice of such proposed rule or regulation will be published in accordance with the notice requirement of Section 1043 of the Charter (City Administrative Procedure Act – Rulemaking) and will also be published in the Board's Bulletin not less than twenty (20) days before the hearing date. Following the public hearing, the Board may adopt, amend, or repeal any rule or regulation and thereafter will publish such rule or regulation in the City Record in accordance with the provisions Section 1043 of the Charter and in the Board's Bulletin. The rule or regulation will become effective thirty (30) days after publication in the City Record.
